Federal Seçim Komisyonu’na göre, 2012 yılında yapılan Başkanlık ve Kongre seçimlerinde yaklaşık 7 milyar dolar harcandı. 2016’daki başkanlık seçiminde harcamaların bunu aşması bekleniyor
Başkan Barack Obama, Amerikan tarihinin en pahalı seçim kampanyasının ardından ikinci dönem için andiçti.
Peki, harcanan paranın çoğu nereye gitti?
Televizyon reklamlarına. Reklamlardan bazılarında adayın özgeçmişi yer aldı. Bazılarında adayın dini inançları konu edildi. Ayrıca reklamlarda adaylar arasındaki söz düellosu da sergilendi. Bazılarınıysa açıklamak bile zor.
Yüksek Mahkeme’nin aldığı karar sayesinde seçmenlerin kampanyalara daha çok bağışta bulunması ve dolayısıyla adayların da daha çok para harcaması mümkün olacak.
Sorumlu Politikalar Merkezi’nden Sheila Krumholz’a göre daha çok paraysa daha çok yolsuzluk riski anlamına gelebilir: “Kimsenin görüşlerini açıkça belirtme ve parasını istediği yere bağışlama hakkını sansürlemek istemiyoruz. Ancak işin içine çok para girerse bu nüfuz yolsuzluğuna neden olma riski getirir.”
Kampanya bağışlarını ifade özgürlüğünün uzantısı sayan muhafazakarlar, son değişiklikleri memnunlukla karşıladı.
David Keating, Rekabetçi Politikalar Merkezi uzmanı, “Herkes parasını nasıl harcamak isterse harcayabilmeli, isteklerini halka ifade edebilmeli. Seçmenler de kararlarını buna göre verebilir,”diyor.
Keating hükümetin kampanya bağışlarını denetlemekten vazgeçmesi gerektiğini savunuyor: “En büyük tehlike, hükümetteki kişilerin, halkın hükümetle ilgili olarak neler söyleyebileceğine karar vermesine göz yummak olur.”
