Russia Allows Home Delivery of Prescription Drugs Because of the Coronavirus

A plenary meeting on Wednesday supported the amendment to the bill on the online sale of drugs, which allows the government to introduce at the time of emergency and epidemics the Online sale of prescription drugs.

Earlier, the State Duma returned to the second reading the bill on the online sale of OTC drugs to finalize it with the amendment on the sale of prescription drugs.

The State Duma Committee on Health Protection Alexander Petrov, according to the amendment to the bill, online retailing of prescription drugs will be introduced temporarily in difficult conditions.

“The distance trading will not include drugs of subject-quantitative accounting, psychotropics, narcotic and alcohol-containing drugs more than 25%,” he added.

The draft law authorizing the sale of OTC drugs over the Internet was adopted on first reading in December 2017, after which its movement was suspended. In February, Russian President Vladimir Putin asked deputies to expedite the adoption of the bill. Prior to the adoption of the law, pharmaceutical companies can offer customers only an online reservation service with the ability to pick up the ordered medicine at the nearest pharmacy.
