The European Council decided to initiate the violation process for Turkey, which did not release Osman Kavala despite the ECHR decision.

It was learned that in the voting held today, it was decided to start the violation process against Turkey. The official result will be announced tomorrow.

In the 47-member Council of Europe, more than 32 members required to start this process raised their hands against Ankara.

The official decision is expected to be announced tomorrow. With the decision to initiate an infringement process against Turkey, an official notification will be sent to Turkey and Ankara will be requested to respond within a specified time.

In the second stage, the Committee of Ministers will take a separate decision to collectively complain about Turkey to the ECtHR, pursuant to the mandate given to it by Article 46 of the European Convention on Human Rights. A decision to be taken in this direction requires the vote of two-thirds of the members.
